		<description>Why shouldn&#039;t New Zealanders expect their Government to lead by example by undertaking its own publicly funded afforestation program equal to the greenhouse gas emissions of the public sector, publicly owned corporations and those not able to do so for themselves?  This is preferable to locking up private sector resources and discouraging future forest investment.  

Past Governments could not sell State forests fast enough when money was deemed most important.  Now that wider forestry benefits are recognised, there is hesitance in doing the right thing.  Instead, time extensions are given to other carbon emitters exacerbating the problem.  Where is the leadership?</description>
